It is very likely that the proposed work is the one that was sold at auction in Berlin in 1942 at the Auktionshaus Lange with attribution to Franz von Lenbach.
Franz von Lenbach painted portraits of Otto Först von Bismarck several times and there are several replicas of the same painting, probably in response to requests for several commissions.
