Son of David Garrow, William was born in Hadley in 1755. He was admitted to the bar and pleaded at Old Bailey.
He was knighted in 1812; Advocate General in 1813-17, when he became Baron of Exchequer, an office from which he resigned in 1832; He died at Pegwell cottage near Ramsgated on 24 September 1840.
His portrait, painted in 1785, was paid by himself in August of the same year for 20 guines.
