The law of 14 frimaire II, establishing the revolutionary government, foresaw that the laws would be read each decade in all the communes of France. However the Committee of public salvation was informed that several laws were not read in some sections of Paris and "remain ignored of the illiterate citizens", for lack of having been clarified by these "patriotic readings". He thus engages "to make read next decadi in your section", twice even, the law of frimaire 14, and "each decadi, the other laws as they will reach you"...
