History :
This cross belonged to Brigadier General Charles-Marius Roussel (1871-1959), Grand Officer of the Legion of Honor. This Colonial officer was posted to the Balkans from 1917 to 1921. Arms Commander of the Constantinople occupation corps, he was cited in the corps order on December 15, 1920: "Spent countless hours during the arrival of Russian refugees from the Crimea to ensure their distribution and installation in camps in the zone under his command".
He was probably awarded this distinction in recognition of the help he provided.
