VOLKHOVSKY FELIKS: (1846-1914) Russian revolutionary, journalist and writer. A.L.S.,
F. Volkhovsky, three pages, 8vo, St. John's Road, Upper Holloway (London), 15th January 1891, to a gentleman. Volkhovsky states that he had just posted a letter to his correspondent
'when it occured (sic)
to my mind that you should have some good and partly unpublished material that might make your speach (sic)
stronger and more rich with facts' and therefore sends, in addition to the pamphlets, some proof material
'which illustrates very well the practice of the etape system, the deliberate official ways of dealing with citizens and the character of the burocratic (sic)
system' and remarks
'I should think, some quotations from this material might impress the audience rather strongly. I send it to you because I will not touch upon the prison-and-exile-question at all & my opinion is that you should better give a detailed address upon the matter, as I hardly might take on myself to make a long speach (sic)'.
