HAÏTI. [Pierre-Dominique TOUSSAINT-LOUVERTURE (1743-1803) General of the Army of Saint-Domingue of which he was appointed President]. Period copy of a letter from Toussaint-Louverture "Général en Chef de l'Armée de Saint-Domingue", Cap 19 brumaire VII (November 9, 1798), to Citoyen Louis Comés y Franco, President of the Municipality of Monte Christi; signed "pour copie conforme" by General François Kerversau; 2pages in-fol. (under glass). Toussaint-Louverture advises his correspondent, who complains of the damage caused by the all-too-frequent patrols by the dragoons in the Maribaroux district, to write to the commandant of Maribaroux "& for my part I will write to General Moyse so that he will put an end to these abuses: It is by constantly consulting with the military authorities that you will succeed in establishing good order & tranquility in your district". Toussaint is determined "to ensure respect for property and owners, and to enforce the laws of the Republic"...
